Threat levels
There are five levels of threat:
low - an attack is highly unlikely
moderate - an attack is possible but not likely
substantial - an attack is likely
severe - an attack is highly likely
critical - an attack is highly likely in the near future
The level is set by the Joint Terrorism Analysis Centre and the Security Service (MI5).
Why the UK's Threat Level Has Been Raised to SEVERE
On 1 May 2026, the UK's national terrorism threat level was raised from SUBSTANTIAL to SEVERE, meaning an attack is now considered highly likely.
The decision followed a series of concerning incidents across the UK, including the Golders Green stabbing attack in London. However, intelligence assessments from Counter Terrorism Policing and the Joint Terrorism Analysis Centre (JTAC) confirmed that the increase reflects a wider rise in terrorist threats from multiple ideologies and extremist groups.
For businesses, event venues, shopping centres, transport hubs, educational institutions and public-facing organisations, this serves as a reminder that security awareness is no longer optional—it is essential.
What Does SEVERE Mean?
A SEVERE threat level means that intelligence agencies assess a terrorist attack as highly likely. While there is no need for public alarm, organisations should review security procedures, ensure staff remain vigilant and strengthen reporting processes.
